DUTIES:

  • As the Chief of the Support Services Division, the incumbent directs a broad and multi-faceted program of services and management programs in the Los Angeles Regional Office.
  • The Chief plans, manages and evaluates the Administration Section, and the Finance Section through their subordinate supervisors.
  • The incumbent is responsible for planning, organizing, staffing, directing, controlling and evaluating the activities of these sections. Working through subordinate supervisors, incumbent is responsible for managing all administrative and logistic service functions in support of all elements of the Regional Office.
  • The incumbent oversees the financial and budgetary operations through the subordinate supervisor and Budget Analyst and is responsible for coordinating and managing the exchange of information between the budget staff, the Director's Office and the operating divisions.
  • Acts in an advisory capacity to the Director relative to availability of funds for personnel additions procurement of equipment and significant expenditures for contractual services.
  • The incumbent will serve as the Personal Identity Verification (PIV) official who manages the PUC issuance process at the Regional Office and is responsible for the complete process
    .

QUALIFICATIONS REQUIRED:

To qualify, applicants must meet the Time-In-Grade AND Specialized Experience requirements as explained below:
Time-In-Grade:  As a current Federal GS employee, you must meet the Time-in-Grade requirements by the closing date of this announcement to be eligible for this position. Documentation (i.e. Promotion SF-50) required.  More Information.
GS-13: You must have 1-year time-in-grade at the GS-12 level or higher.
Specialized Experience  Applicants must have one year of specialized experience, which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. For more information on these standards, please review OPM's Qualification StandardsSpecialized experience is characterized by a thorough knowledge and technical skill in the application of related laws, regulations, policies, precedents, methods and techniques of administration, HR management, and finance functions in order to shape and control the direction of the regional office operations which impact the overall efficiency of all business lines.

Supervisory Probationary Period:  This is a supervisory/managerial position.  If appointed to this position you must serve a one-year probationary period, unless you have previously completed one as a supervisor or manager.
Position Sensitivity:  This position has a position-sensitivity level of Public Trust—High Risk. Selections made under this announcement are conditioned upon favorable adjudication of Background Investigation (BI) per VA Handbook 0710.  An investigation will be conducted after the effective date of the selection.  An individual currently holding the appropriate clearance does not require additional investigation.  An individual receiving unfavorable adjudication is ineligible to remain in this position.

Physical Requirements: This position is primarily sedentary with some carrying of lightweight folders and reports. 

HOW YOU WILL BE EVALUATED:

COMPETENCIES:  Applicants will be rated based on their competencies, experience, education, etc.  The following competencies must be demonstrated in your resume:
  • Knowledge of Financial Management, Operations and Administrative support systems;
  • Ability to identify and resolve major operational problems by applying a good working knowledge of quantitative and qualitative analyses that includes the use and interpretation of trend analysis, statistics and cost benefit analysis;
  • Knowledge of human resource management systems administered on merit principles;
  • Ability to manage and/or supervise (plan, organize, direct, control, review, etc) the work activities of subordinates; AND
  • Ability to analyze (i.e., review and evaluate), comprehend and apply decisions derived from a variety of data or complex information.
Supervisory or Managerial Abilities: Candidates must demonstrate in their work experience or training that they possess, or have the potential to develop, the qualities of a successful supervisor. Examples of these qualities are as follows:
  • Assign to and review work of subordinates, train and work effectively with subordinates from a variety of backgrounds and with different levels/areas of training;
  • Accomplish the quality and quantity of work expected within set limits of cost and time;
  • Plan own work and carry out assignments effectively;
  • Communicate with others effectively both orally and in writing in working out solutions to problems or questions relating to the work;
  • Understand and further management goals as these affect day-to-day work operations; AND
  • Develop improvements in or design new work methods and procedures.
